(a) State University Plaza personnel may park their vehicles in State University Plaza parking lots, provided such vehicles are first registered with State University of New York Office of Central Administration Services and a parking permit for such vehicle has been issued. The term State University Plaza personnel shall include all persons employed at State University Plaza by State University of New York, State University Construction Fund, the Research Foundation of State University of New York, and other persons who in the discretion of the Deputy to the Chancellor for State University Central Administration Services may be deemed State University Plaza personnel for the purposes of this Part, where such persons continuously and regularly conduct business or have dealings with State University.
(b) Parking at the State University Plaza parking lots is by permit from month to month for authorized personnel only as space is available. A permit for vehicular parking for a month may be obtained at the business office at a fee as approved by the chancellor, or his designee, and these are sold on a monthly basis. The purchase of a monthly parking permit will authorize parking as space is available. Annual or semiannual parking permits may be obtained at a cost as approved by the chancellor, or his designee.
(c) Monthly parking permits shall be placed on the dashboard (on the driver's side) and shall be visible to the parking lot attendant when vehicle is entering lot and while parked at the University Plaza parking lot. Annual or semiannual parking permits in the form of bumper stickers shall be placed on the left front bumper and shall be visible to the parking lot attendant.
(d) Vehicles parked at the University Plaza parking lot without displaying the proper permit may be towed away at the vehicle owner's expense.
(e) Provisions of the New York State Vehicle and Traffic Law shall apply within the University Plaza parking lot notwithstanding any references in such law to public highways, streets, roads or sidewalks.
(f) No person shall park a vehicle in any area except between the lines of those areas specifically designated as parking spaces or as directed by university public safety officers of the office of public safety.
(g) No person shall drive a vehicle on State University Plaza streets, roads or highways at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing; but in no event shall a person drive a vehicle in excess of 15 miles per hour unless a different speed is authorized and indicated by the university or the Department of Transportation.
(h) Vehicles shall not be parked so as to block or otherwise hinder access or exit to the State University Plaza Building.
(i) No person shall park a vehicle on the premises of the university in such manner as to interfere with the use of a fire hydrant, fire lane or other emergency zone, create any other hazard or unreasonably interfere with the free and proper use of a roadway or pedestrian way.
(j) No person shall park a vehicle in a space reserved for the handicapped without submitting a medical certificate from a nurse or physician.
(k) No person other than the person authorized as indicated by university public safety officers shall park a vehicle in a reserved parking space.
(l) Failure to properly park a vehicle in accordance with these regulations may result in such vehicle being towed away at the expense of the owner.
(m) Permit holders and other vehicle operators are required to follow the directions of university public safety officers in the parking lot.
(n) No person shall park a vehicle, whether occupied or not, in areas where parking is prohibited, but may stop or stand temporarily, unless otherwise prohibited, for the purpose of and while actually engaged in loading or unloading cargo or passengers. While one actually engages in the unloading of cargo from a vehicle, the vehicle emergency flashers must be utilized.
(o) When official signs have been posted prohibiting, restricting or limiting the stopping, standing or parking on State property, no person shall stop, stand or park any vehicle in violation of the restriction stated on such signs. For the purpose of this section, the terms parking, standing and stopping shall be as defined in section 1200 of the Vehicle and Traffic Law.
(p) No person shall stand or park a vehicle so that all wheels of such vehicle are not at the angle indicated by signs or markings, or that the vehicle body, bumper or other protrusions extend beyond the pavement markings.
(q) No person shall stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with the law or the directions of a university public safety officer or other designated university official, in any of the following places:
(1) on a sidewalk, on a crosswalk, or any loop road, within any intersection, in front of any fire doors or loading docks;
(2) alongside or opposite any roadway excavation or obstruction, when standing or parking would obstruct traffic or impede such construction activities;
(3) within 15 feet of a fire hydrant, except when such vehicle is attended by a licensed operator who is seated in the front seat and can move such vehicle in case of emergency;
(4) on grass or lawn, in front of any driveway, doorway or steps.
(r) Visitors may park only by special permit under the following conditions:
(1) During normal business hours obtain a visitor permit from the parking lot attendant prior to parking their vehicle.
(2) Visitor parking permit shall be placed on the dashboard on the driver's side so that it is visible to the parking lot attendant while parked in the State University Plaza lot.
(3) Such permit shall show the date and the office or area being visited.
(s) No official temporary barricades may be removed.
(t) All motor vehicle accidents which cause any personal and/or property damage, however minor, must be reported to the office of university public safety which will conduct an investigation of the accident.
(u) The Deputy to the Chancellor for Central Administration Services may declare a snow or other emergency on State property at any time when, in his opinion, the weather conditions or other factors so warrant. During such a declared emergency, all persons owning or operating motor vehicles located in the parking lot shall obey temporary instructions for the use of parking lots and/or the operation and parking of motor vehicles on the properties under the jurisdiction of the university.
(v) Valuable items should not be left in motor vehicles parked. The university shall not be responsible for such items if they are lost, stolen or damaged.
